Negligence of Manual Sounding and Depending on Remote Gauges

Black out & loss of power in high risk area. Ship was transiting Bad El Mandeb high risk area then there was a loss of power because service tank level going below the high suction, Remote level gauge was stuck in high position, so sounding was not taken by the duty engineer.
