Non removal of gripes while lowering the life boat

PSC inspection was in progress, inspector insisted to lower life boat without removing gripes. on lowering the life boats by releasing brake, the gripes got stuck in between fall hook and exhaust pipe which caused one side hook detached and boat hang on the other.
