Auxiliary engine turbo charger not rotating

Summary:
Exh. Gas side of the AUX Engine 3 turbo charger water washed, carbon got deposited in the turbo charger blades and the turbo charge not able to rotate while starting.

Corrective Action/ Lessons to be learnt:
After cleaning we have to drain the water once the water wash has been done. The turbo charger was opened up and cleaned the turbine blades physically to clear the carbon deposits

Incident:
Aux Engine not able to start, due turbo charger not rotating due to accumulation and sticking of carbon deposits, leading to high temp in the EXH gas outlet.
